Metz Engineers Presents Seminar to the PA Bar Convention -
on June 5, 2015, Barry L. Wert, P.E., P.L.S., in conjunction with Alan Flenner, JD, P.E., Corporate Counsel at Gannett Fleming presented an educational seminar entitled, “Stormwater Issues – MS4: Evolving Regulatory Environment for Municipal Separate Storm Sewer Systems” as part of the Pennsylvania Bar Institute’s 2015 Municipal Law Colloquium at the Lancaster County Convention Center. The seminar, part of the Institutes Continuing Education Series, provided participants with an overview of historical and current legal authority regulating municipal and private stormwater discharges.Since Congress extended the protections of the Clean Water Act to include stormwater discharges, the regulations have been in a constant flux of development. Both nationally and locally, EPA and DEP continue to modify their approaches to these problems as environmental activists pressure for action, local governments pushback, and complicating court decisions with legislative initiatives cause regulators to change their oversight programs.Emphasis was placed on the MS4 Program’s required compliance with issued TMDL (Total Maximum Daily Load) Pollution Reduction Plans by presenting new ‘Tools’ and ‘Cautions’ in implementing technical solutions within a permit compliance strategy.
